A fatal overdose in Clearcreek Township in March 2026 has been linked to a dark web drug operation run out of North Carolina, according to an FBI affidavit filed in federal court.

Alexander Green, of Jacksonville, North Carolina, was arrested Thursday and transferred Friday to U.S. Marshals Service custody. He faces two federal charges: conspiracy to distribute and possess with intent to distribute controlled substances, and distribution of controlled substances.

Green waived his right to hearings in North Carolina and agreed to be transferred to Cincinnati to face the charges, according to a court order.

The investigation began after overdose deaths in Clearcreek Township in Warren County and Blue Ash in Hamilton County in March 2026, according to the FBI affidavit. In Clearcreek Township, the victim was found holding a small bag. The victim's parents told investigators he had been buying drugs off the dark web.

At both scenes, investigators found U.S. Postal Service packages bearing the same return name and address tied to a man in North Carolina, the affidavit states.

The case brought together the Hamilton County Heroin Task Force, the U.S. Postal Service, and the FBI-led Southern Ohio Digital Organized Crime Group, which specializes in dark web investigations.

According to the affidavit, Green admitted he operated under the name "Starlabs" and conspired with others to obtain and sell heroin, methamphetamine and counterfeit pills for cryptocurrency, shipping them through the U.S. mail from North Carolina into Ohio and other states.

Agents subpoenaed a label reseller and obtained shipping data tied to the packages found at the overdose scenes, as well as more than 200 other shipping labels used on packages sent from North Carolina in March 2026.

Lab testing on controlled purchases from "Starlabs" by the FBI and DEA found fentanyl in purported oxycodone pills and in what was labeled "NY street level heroin," according to the affidavit. One package tied to an undercover buy tested positive for both methamphetamine and fentanyl.

Green has four prior felony arrests, including for drug offenses, the affidavit states. It also references a 2022 New Jersey search at a residence associated with Green where officers allegedly seized distribution quantities of counterfeit pills, psilocybin mushrooms, ketamine, LSD and heroin after a report that Green's infant had ingested a baggie of heroin and overdosed.

Search warrants executed in July 2026 at a Jacksonville residence and a detached shed recovered a pill press, suspected narcotics, computer files and encryption keys allegedly linking Green to "Starlabs," according to the affidavit.
